Analyse de L’Impact du Programme PetroCaribe sur le Développement d’Haïti

Venezuela and some countries of the Latin America and the Caribbean were concluded a loan agreement. The purpose of this program was to help the beneficiary countries to get out of their state of poverty and also to get out of the depths of underdevelopment in which these countries find themselves. In 2006, President Hugo Chavez and the Haitian State initialed this contract with considerable benefits including an interest rate of 1% per year for a period of 25 years with the possibility of repayment in kind or in cash. What seems very worrying is that despite this fund which falls within the framework of the Public Development Assistance programs of which Haiti is a beneficiary, we see that the socio-economic situation of Haiti is worsening advantage. Hence, it caught our attention and prompts us to produce this brief, the main objective of which is to research the impacts of the Petrocaribe program on the development of Haiti. We opted for the qualitative method, we carried out three semi-directive interviews and we analyzed a sample of three projects using the “AD-HOC expertise” method in order to study the impacts of certain projects financed with the Petrocaribe fund and to meet the objectives that we have set for ourselves in the memory. By way of our literature review, we compared official development assistance with certain theories of international relations on APD. This allowed us to see how different authors made their approaches to APD. Finally, graceof the QDA Miner lite software, we were able to present and analyze the research results. These results are presented in the form of a graph that we have taken care to analyze. This made it possible to see that the petrocaribe fund has been very poorly managed to the point that the research concludes that there has been wastage of the fund in question and that little achievement is able to be seen while Haiti continues to squat in the most extreme poverty and chronic underdevelopment. Hence, we come to the conclusion that the Petrocaribe program has no impact on the development of Haiti.
